I don’t understand how to set up port forwarding on your router. Your Motorola MG7540 has a configuration that matches what Motorola provided, but you’re still having trouble getting it to work. The local IP is 25565 and the external IP is 0.0.0.0. Could you double-check the settings or let me know if you need further guidance?

Interpreting things in reverse direction. Instead of sending outgoing data, you’re handling incoming connections. When external traffic arrives, inform it the correct destination within your network so your internal port forwarding can route it properly. The number you open (25565) should match your server’s internal IP address.

You need to keep the external IP at 0.0.0.0 while using your internal IP for the server.

Confirmed. This interface shows your Minecraft server details. Local IP should match your Minecraft server, start and end ports set to 25565. External IP 0.0.0.0 is acceptable. Ports remain at 25565 without a redirect rule. Make sure the firewall on the server is open for TCP traffic on port 25565 both inbound and outbound. If connection fails, check the firewall configuration.

Port testers aren't effective these days because ISP modems prevent port scanning, causing packets to be redirected. The best method is to simulate the test in Minecraft. Do you need to know if the server uses Windows or Linux?

I hadn't considered this before—it's running on my Windows 10 PC. I'm attempting to make it function on that device before transferring it to a dedicated server.
