I am planning to assemble a new computer because my existing setup is over 13 years old. I plan to begin purchasing components in October for a build scheduled later this year. I need recommendations on the parts mentioned or alternatives. I aim to stay within a budget of 1500 to 1800 dollars. The current Windows version isn’t available, so it should be factored into the costs.

Is there a reason you mention a 12000 series CPU rather than the newer 13000 series or the soon to be released 14000 series?
You don't need a Z790 board if you insist on a 12000 series CPU.
How much RAM do you have in mind? 32 GB would be the typical recommendation.
Are you locked in on liquid cooling?
You might get frowning at the Corsair CX power supply.
Probably no reason to get Windows Pro rather than Windows Home.
I chose a 12000 series for cost, but an affordable 13000 would be even better. I aim for a minimum of 32 GB, preferably 64 GB if the budget allows. Is this power supply sufficient? I’m not convinced about liquid cooling yet, just unsure which option is safer or more effective right now.
13700K is marginally stronger than 12900K; prices remain similar.
13600K is slightly weaker. It's cheaper than 12900K.
Also think about the 13700 non-K models; they're cheaper than 12900K.
All these options work with a Z790 board.
12900K could be more challenging to cool compared to the other three.
Compare prices from your own sources.
750 watts is fine for a power supply, but I believe the CX series is an older, less advanced design.
Search for Corsair models starting with RM.
Or consider Seasonic Focus series.
If you really need 64 RAM, get it now instead of buying 32 now and adding more later. Few people require 64, but you might be one of them?
It would help to know your intended use for the PC. An i9 is suitable for workstations, while the RTX4070 supports gaming or requires an Nvidia graphics card as part of the setup.
The 120mm fan is positioned inside the rear of that case to serve as an exhaust fan.
