Whenever I set up Windows it restarts and returns to the same setup window, I have no idea what's going wrong.

Shut down, take out the pen drive, and restart. Your boot priority may have favored the USB drive, which is why it’s launching into the installer. You can also adjust the boot priority in the BIOS.

It’s likely due to the USB drive being listed first in your BIOS boot sequence. You may need to remove the drive or adjust its settings to make it the first bootable option.

You're in the correct menu, but you need to assign the installed Windows drive as the primary device. It seems the drive you installed on is HDD1 and should be placed in the first position.
