Your processor is receiving a throttling signal. Temperatures appear normal, so another part—such as the graphics card or software—is likely responsible. Reduce all overclocking efforts; even at stock settings, performance should exceed 800. Execute a basic stress test using cpu-Z and keep an eye on the multiplier. If possible, connect the 4-pin EPS connector (you may need an adapter for your PSU). I believe it would be best to begin with a fresh Windows installation. Should this not resolve the issue, your motherboard probably needs replacement according to Gigabyte's advice.

Yea its not changing in bios either still at 800mhz in bios so waiting on an approval then shipping it out.i mean i just opened it had it for like a month though so doubt they will send me a new one .probably just fix this one.onlything i have in comp is ram, psu an cooler.Didnt install gpu yet wanted to test board an stuff before i did cable managment an added everything.
