So I assembled a gaming rig that supports overclocking.
Details
Processor: Aorus z390 ultra
CPU: I5 9600k
Storage: 512 xpg nvme
RAM: 16gb g.skill tridentz 3200
Motherboard: Corsair Cs650m PS
Cooler: Deep cool captain 240 ex
Issue is, I went through the instructions to overclock. But in the BIOS it says I’m already OC’d under Windows 10, which isn’t the case. I also tried CPU-Z Aorus and Intel Extreme Tuning Utility. All indicate I’m stuck at 0.80ghz (800mhz).
I’ve tried everything to adjust it—only throttle stop works. When I enable throttle stop, the BIOS drops back to 4.6ghz, but my temperature stays around 30°C at idle and 50°C during stress tests on all six cores. If I run the compiler without throttle stop, it remains at 800mhz even under load.
When I click the throttle stop button in BIOS, the Intel Extreme Tuning UI shows thermal throttling and reduces to 0.80ghz. It stays that way.
Could this be a faulty motherboard despite being new? Any advice would be greatly appreciated. Maybe I overlooked something in the BIOS settings to prevent thermal throttling—I’m not sure. I followed every step from Gigabyte’s guide and changed all power settings in Windows as well. Both CPU plugs are present: ATX 12V 2x2 and ATX 12V 2x4. I only need one of the 12V 2x4, but could I require both for overclocking?

800 MHz is the speed the CPU uses to conserve energy. If you wish to completely eliminate power-saving features, navigate to advanced frequency options and disable c-states. Edit: I didn't notice any changes made to Windows power settings.

yes changed everything. it's all about the OC walk through from gigabyte. i'm not sure why it keeps staying at 800mhz, honestly. disabled all the c-states, turned off power saving, and switched to high performance windows. the cpu and mini are both at 100% now.

I completed the stress test but it remained consistently at 0.80 throughout the entire duration.

If your cooler is functioning correctly, I anticipate a reading between 10-15°C above ambient.
What is your maximum temperature during operation?
HWmonitor should provide this information.
If it ever climbed to 100°C, you’re likely throttling and your cooler may not be performing adequately.
Yes, if your motherboard supports both an 8-pin and a 4-pin EPS CPU connector, you’ll need to connect both for overclocking.
The recommended solution is the Intel Extreme Tuning Utility.
In Windows Power Options, you might see the maximum CPU percentage at around 20%.
You should aim for it to reach 100%.

Yea temps are good.but even without ocing the mhz shouldnt stay at 800mhz .under throttle stop under limits there is bd prochot in red so its keeping it stuck at 800mhz .my max temp was 60 running all 6 cores at 4.6ghz 1.35v with throttle stop while running a stress test.so i dunno whats goin on .

I just received a call from Gigabyte Tech. He mentioned he believes it's the motherboard. When I asked about the system, he told me it was running at 800 MHz after I installed the BIOS update to F8. He said that shouldn't be the case.

Something is keeping it in bd prochot constantly. Shows it in throttle stop an hwinfo.used 2 diff power sources so rules that out.liquid cooler is just taken outta the box whole build only 3 days old. All brand new componets.i guess i just got a shitty board.i ran intels processor diag processor passes all tests.
