Need assistance with hardware reserved memory?

I recently purchased a Ryzen 5 2600X paired with a Gigabyte B450M H and two G.Skill AEGIS 8GB RAM modules at 3000MHz. On Windows, despite recognizing the full 16GB, only about 7.95GB appears usable. I've tried using msconfig but had no success. After uninstalling one of the RAM modules, it works fully again. However, when both are used together, one becomes almost non-functional. Is there a solution I should try?

Checked the DIMM placement—should be slots 1 and 3 or 2 and 4.

I forgot to check the board. Regarding the questioner: Have you tested both stick 1 by 1 in every slot? If so, place stick A in slot 1, then stick B in slot 2, continuing the pattern.

I encountered a problem with my Corsair Vengeance memory module. When it reported hardware reserved, it indicated a faulty stick. Although Windows detected the full 16GB, only 7.96GB of RAM remained usable. I returned the RAM and received a replacement kit, which functioned correctly afterward. Based on what I've read, it might have been a faulty stick or even a defective motherboard slot. Updated September 21, 2020 by Lord Sephington

Sure, after following what Dujith mentioned, my PC won't even start with that particular setup, but it functions properly with the other one. You're likely correct.
