Could use a Core 2 Quad and possibly a GTX650. It seems Final Cut works well even on Core i5 Gen4 with an integrated GPU, so it might not be too demanding. Just need to turn it on, connect to the internet, and open Xcode and Final Cut—likely handling 1080p at 60fps with about half the playback quality.
OptiPlex 780 is compatible with Core 2 Quad, which I confirm from owning several units. Comparing a Core 2 Duo to a 4th generation Core i5 isn't fair—they're in very different categories. Would you like me to look for a used one? It's just not sensible for a Core 2 Duo setup. I've handled similar projects with C2Ds, and it doesn't go well.
I noticed a solid score in Passmark and thought it was okay. Still, it’s a bit pricey at £300 for a Core i5 fifth gen. I could find a really strong used server for that budget (64 cores, 128GB RAM – my HP DL580 G7). I’ve heard about macOS ISO files and wondered if they’re easy to install on any PC. There’s a file called niresh mac os iso 10.14 that I came across.
Search for a 2012 Mac mini featuring a quad-core i7 processor. If you locate one at a reasonable price, it remains quite solid. I’d advise against those models personally. There’s a reason they’re not favored in some Hackintosh circles. I haven’t successfully run a Niresh distribution.
