Obtain the password for parental settings and disable it.
Request politely.

The issue is that I can't locate the parent's account name. My dad or mom didn't set up a Microsoft account for me either. I'm using a PC, and it's about 17 years old.

It might be due to parental restrictions on your Xbox Live account. You'll need to contact them to resolve it.

F. well there wouldn't have to be a separate account. It would just be in your own account settings. Your best bet would be to get someone on the phone with a parent probably.

After logging in, you'll see choices like: Share stuff people make (Xbox 360: Member Content). You can control who views your creations and who can view yours.
