There are numerous PC repair shops worldwide if you need help from other members. If you're open to suggestions, sharing what you've tried so far would be wise. In short, your PC won't start by pressing the power button or touching the front panel power pins. However, it can boot if you: 1) switch off and then back on the PSU using its power switch, 2) clear the CMOS by connecting certain pins, or 3) jump-start the PSU while plugged into the motherboard (by linking the PS-ON pin to ground). If this applies, your motherboard might be defective and require repair or replacement. If you can't afford a new board right now, consider temporary fixes: connect the case power button to the CMOS reset pins, link the reset switch on the case to both PS-ON and GND, and when you turn on the PC, press the reset button briefly. But be aware this will repeatedly reset BIOS settings—clock speeds, RAM configurations, boot order—and you'd need to slightly modify the 24-pin ATX cable isolation to enable the reset function. After that, you'd have to tape electrical connections for safety, permanently changing the cable's isolation.
