Adding more RAM and an SSD might make it work a bit for browsing the web, though not for videos. It’s better to give up on the PC—any tweaks will only highlight the weaknesses in other parts like the CPU.

For better gaming experiences such as Minecraft, explore web browsing or YouTube. Consider purchasing a used Dell Optiplex on eBay; you can find a 4th generation i5 for under $150, usually with at least 8GB RAM and an SSD pre-installed with Windows 10. Adding a 750ti or higher processor will make everything run smoothly.

I’d add extra RAM and an SSD with DRAM. That’s crucial. Plus, upgrading the RAM would likely mean switching to Windows 10 64-bit if you have more than 3GB of RAM.

The RAM is causing issues. Consider increasing it to 8GB, then add a 240GB SSD. For Minecraft, a used Radeon HD 7570 around $10 on eBay can work well with older graphics cards. The top choice is a model with Sandy Bridge i5.
