It might remain a CPU constraint if the GPU drivers aren't better tuned for the latest cards. Hardware acceleration scheduling could have been activated with the 2060 Ti, which is designed to handle it and lower CPU strain on less powerful processors.

He might be dealing with multiple processes slowing the game down. Check if GPU utilization exceeds 90%, as that could be the issue. If a game runs on just one core but is limited by the CPU, it won't display full CPU load—like 25% instead of 100%.
