You can usually transfer the downloaded game over the local network by copying it to your PC, ensuring Steam isn't active, then launching Steam to verify the files are current.

You can obtain an unlimited data plan for a mobile device and either place the SIM card on a hotspot or use the device itself as the hotspot. There are two methods to turn a phone or tablet into a hotspot: connect through Wi-Fi or USB, or link it via USB to a router that supports USB internet (I believe the Hak5 has a video explaining the second option).
