Memory: G.Skill F4-3200C16D-8GVKB, DDR4 3200MHz 4GB, (CL 16-18-18-38 1.35V). Tried 4x4GB. Now using 2x4GB all the same model. One was purchased after the other (different batch). All confirmed functional (all four fit in slots 1 and 2, none in 3 and 4). Not using XMP profile (2133MHz MB: Gigabyte B450m DS3H WiFi latest BIOS). Memory not officially supported in support list. CPU is clean, no bent pins. Cleaned DIMM slots. Attempted to reset CMOS. Used Athlon 3000g, 2 channels, 2667MHz specs. Not overclocked. No issues found. Still unsure what’s causing the problem. Could it be RAM? Or maybe the memory module? OS is Manjaro Arch Linux, BIOS version F64b. Thanks for the info.

The BIOS recognizes the RAM sticks as installed, not just Linux.

I’m having trouble getting the bios to start even with RAM installed in 3 and 4 slots. It seems like the issue isn’t specific to Linux.

You've got a dead memory channel. Either the CPU has a dead channel in the memory controller or your motherboard has a bad connection between those slots and the CPU. Unfortunately without another CPU or motherboard to try I don't know a way to figure out which one is the problem unless there's obvious physical damage. I would wager the problem is with the motherboard, because CPUs tend to be more reliable than motherboards, but that's just a guess.

It seems the motherboard is quite problematic. Since this rarely occurs, it probably won't even start with a faulty memory card.

I understand this point. It appears the memory channel is dead or defective, possibly due to issues with the motherboard's memory controller or the CPU's memory controller. I only know this can cause slow startup and signs of trouble during memory training when the CPU detects changes.

It seems you're asking about the duration in question, whether it's many minutes or something longer. The only attempt I've made was to let the time stretch beyond several minutes.

Remove the socket holder and apply 99% IPA spray to the underside of the CPU and the dimming ports. Seal the socket and RAM slots with a protective layer (paper, tissue, etc.) to prevent dirt buildup during drying. It seems the main issue is dust accumulation that can cause malfunctions, which I’ve noticed after repeatedly spraying sockets with 99% IPA.

I don't have 99% IPA yet, but I'll give it a try once I get some. Thanks for the note! Edit: It seems rubbing alcohol probably won't work the same way since it's diluted.
