A 64-bit operating system lets the OS use over 3.5 GB of memory and run 64-bit applications that need more than 1 GB RAM. For systems beyond an i3, choose a 64-bit Windows 8.1.

Consider this approach outdated. Modern processors don’t rely on 32-bit architectures anymore—even the fastest chips use 64-bit instructions today.

For creating a fresh system environment, opt for 64-bit architecture. The 32-bit option is rapidly becoming outdated.

Here’s a revised version of your request:

I need to review the parts list you provided. Also, I’ll suggest additional components and note that Windows 7 will be used.

The board isn’t top-notch. You should aim for a chipset with at least 970 on the AM3+ platform and an FX-6300+. Skip the mATX options—they’re not recommended. Move up to full ATX for better performance. Here’s an updated setup: It costs a bit more, but offers superior quality and lets you upgrade to higher-end chips like FX-8320 or 8350 8-core later. PCPartPicker part list / Price breakdown by merchant CPU: AMD FX-6300 3.5GHz 6-Core Processor ($109.99 @ Newegg) Motherboard: Gigabyte GA-970A-UD3P ATX AM3+ Board: $74.99 @ Micro Center RAM: Avexir Core Series 8GB (2 x 4GB) DDR3-1600 Storage: PNY XLR8 120GB 2.5" SSD ($59.00 @ Amazon) Drive: Seagate Barracuda 1TB 3.5" 7200RPM HDD ($54.99 @ Newegg) Graphics: Club 3D Radeon R9 270 2GB '14 Series ($149.99 @ NCIX US) Case: Cooler Master N300 ATX Mid Tower ($55.98 @ Newegg) Power Supply: Corsair Builder 500W 80+ Bronze Certified ($44.99 @ Micro Center) Optical Drive: LG GH24NSB0 DVD/CD Writer ($19.99 @ Newegg) Monitor: Acer G236HLBbd 60Hz 23.0" ($109.99 @ Newegg) Wi-Fi Card: Corsair Raptor K30 (wired) ($49.99 @ NCIX US) Cooling Fan: Corsair Air Series AF120 Quiet Edition 39.9 CFM ($13.63 @ NCIX US) Keyboard: Corsair Raptor K30 Wired ($49.99 @ NCIX US) Mouse: Corsair Raptor M40 Optical ($27.99 @ NCIX US) Overall cost: $773.51 This includes shipping, taxes, and any available discounts. Generated by PCPartPicker on 2014-06-16 14:19 EDT-0400. You’ll need to upgrade the case to N300 for better fit with full ATX boards. The stock cooler works at stock speeds, but a higher-end one is advisable if you plan to push clocks or switch to an 8-core chip later.

I don’t require a new motherboard since I won’t be doing any overclocking.

This means you don't require a separate CPU cooler. If you have a motherboard included, your PC should function properly. Or you might be referring to having the motherboard already installed in your system.

It's only in my market using my own funds, and it should work since I won't be doing any overclocking. It's mainly for gaming, and possibly recording my PC.
