Sorry for the slow reply, it took me some time to understand how to handle this issue when the PC isn't posting. I fixed the windows by putting them on top of the existing installation from a USB, but the problem continues. It looks like the first time the PC tries to turn on, nothing happens and it doesn’t POST. But when I force shut it down using the button and restart, it works properly. This occurred during another Windows installation and fortunately didn’t cause any damage since it never booted anything in those faulty start-ups. Could this be related to a power issue (PSU, motherboard)?

To be safe, I’m planning to back up the NVMe drive with Windows, format it, and install Windows from scratch, then try resetting the motherboard using a CMOS battery.

It's unclear if everything was resolved. Clearing the CMOS after the BIOS update is a crucial step in the process.

No worries, I'm not in a hurry here. I'll handle it over the weekend.
Yesterday, after restarting and attempting to cut off all electrical power by unplugging it and pressing the reset button, it stopped automatically when it displayed the Asrock (windows loading) logo. Once I turned it back on, it started up properly.
I'll share the outcome of the CMOS reset later.

I don't really understand what's happening anymore, but the computer is starting up fine now without needing to reset CMOS. I tried shutting it down and restarting, and everything works well. The only actions I took were releasing any leftover power from a recent update and running a Windows repair before that, possibly due to a faulty update as discussed earlier.

I've also noticed a fan noise when I launch Steam or when the PC is under heavy load, which could be new dust accumulating.

In any case, I think it's best to close this issue and create a new thread, redirecting here if it happens again.

Just to note after some time has gone by, I changed the RAM to the same ones but with 32gb for future upgrades. Even though XMP was turned on, I set it to the actual speed of 3200 hz instead of 2133 hz, and the issue has completely stopped. It might have been a bad RAM module.
