I have nothing left except what I own, which is all quite old.
Eventually, I'll choose something new at some point.

It's currently handling everything—virtual machines, video playback, gaming, browsing the web, and just sitting idle for 123,456,789 hours.

But there is some joy (and plenty of tears) in performing ancient computer surgery such as this.
I mean, people mod PCs all the time but THIS is special. Well done MajorPager.
BTX cases are not easy to come across. I found this (in australia):

You could hunt down a case, eventually. Some surgery might be required though.
A PSU would definetly require surgery but it may be possible to use a different unit. Or even score a Dell unit.

As a hobbyist using a secondary PC, it's definitely a choice. For the primary system on a limited budget, this setup may not match the performance you'd get with something more expensive.

I'm more worried about the PSU. If it's a custom Dell, then any replacement will be outdated and risky, and any altered PSU will be... well, altered. $500 is $500 over budget. The $499 PCs suggested by USAFRet are surprisingly powerful compared to the old Dell. But you know this. I searched for DDR2 RAM and found an A-Tech 4GB (2x2GB) DDR2 1066MHz model for $39. You can check it here: https://www.newegg.com/a-tech-4gb/p/0RN-005A-00SU1. There are also some G.Skill kits, but they cost double the price.

The PSU should work fine; the new case includes properly aligned conventional mounting holes. I'm uncertain if these will increase speed, as some mainboards limit performance at lower speeds, and I haven't confirmed yet. I'll check.
