You should be able to get a very good idea by looking at Device Manager.
There's a "disk drives" section there. It will list the brand and model number of any drives in the PC.
Look.
What do you see on that list?
Anything other than a Toshiba P300? That is NOT an SSD.

You may need to refresh the bios as well, and possibly update the chipset driver if it's outdated.
The provided link indicates everything is failing on the hdd, which won't assist in improving performance.
Remove the side cover from the case to check for an SSD installation.
Execute ubm following these steps: reboot, wait a few minutes, then run ubm with the browser closed.

Background apps are at 22%, which is quite high. Open "startup" and disable unnecessary programs that run automatically. Also, turn off background applications you don’t need constantly. You can usually prevent your browser from running in the background even when closed.
Configure an XMP profile for RAM in BIOS (compatible with 3200 MHz, clock speed 2667).
Buy an SSD for the operating system drive and replace the large HDD with storage. M.2 SSDs are very affordable right now.
Once these adjustments are made, performance should improve noticeably.
