Based on what I've learned, mainly using OBS and Adobe Audition along with running games. My present budget is around 1.5k, but if possible I'm open to swapping useful components from my old setup into the new one. I'm also wondering if upgrading the motherboard or switching to an SSD-based format might be a better choice right now.

You can utilize Nvidia's encoder to capture through OBS. A $3k investment is sufficient for a completely new setup, remember that Intel, AMD, and Nvidia are all introducing new models this year. If you prefer not to wait, there are still viable upgrade choices available on your existing system.
