I recently switched my internet service provider and upgraded my plan from 10 mbps to 25 mbps. After the change, I’m unable to play GTA 5 or access social clubs or Rockstar games. It keeps showing an "ERR_CONNECTION_TIMED_OUT" error, even though other games, services, and websites are working perfectly and quickly. I’m really frustrated because I can’t enjoy GTA 5 right now. Please help me.

I believe your IP is on the blacklist of Rockstar's servers. You can request them to add your IP to their whitelist. Contact your ISP to see if they've assigned a private IP address. If not, ask them to provide you with an alternative IP or a private address. The same issue occurred after switching providers.
