Someone, could you assist me? I'm really frustrated because I feel like I'm being completely ignored. I've tried everything, but I keep getting the same error message about the CPU not checking. I replaced the CPU with an i9-11900k, cleared the CMOS, changed the RAM, and even flashed the BIOS, yet nothing works. I really need help so I can use this computer for work. Please let me know how to proceed.
Z490 boards might require a BIOS upgrade for 11th generation compatibility. This can be achieved through BIOS flashback or pairing with a 10th generation processor.

Verify all pump and CPU fan headers just in case. I've noticed no updates for those boards without a reason. A single stick of RAM might be worth trying. Disconnect any non-essential boot devices; if that doesn't help, revert to the previous BIOS version compatible with 11900k—possibly corrupted on your flash since it needs compatibility with the new chip. Thanks everyone, sadly I had to upgrade to a new motherboard with the Z590 Aorus Master. I even purchased ten Intel CPUs, though they didn’t work, but that’s okay. So if anyone wants a free 490 Maximus, I have one available. Lol, here’s a photo of the finished build and it’s working fine.
You now have a functional build. Most boards need a fan connected to the CPU fan header or for monitoring. To prevent damage, it usually puts the system into "Protect" mode by default, which can throttle performance but protects the chip. If you meant "CPU EPS connectors," that’s a relevant point about fan headers. Otherwise, give the board another try with a fan plugged in to see if it improves booting.
