Perform a fresh installation of the newest drivers via NVCleanstall. As @InfernalClaw mentioned, it might be a GPU limitation. Possibly a slow single-channel RAM issue. Updated on June 26, 2021 by Od1sseas

I just verified everything is connected properly. The monitor is powered on but not linked to the motherboard. When I start the game, the CPU reaches maximum usage and the GPU only 20%. This issue occurs with similar games too.

Do you recall the cable linked to the monitor? The other side should link to the GPU, not the motherboard.
