The suggested minimum PSU for this card is 550 W. You currently have 450 W. It shouldn't stop you from booting to Windows, though it might be uncertain. Safe mode could also be power-hungry, especially if you're near the limit while trying to start regular Windows.

I believe it isn't stopping the PC from starting since Windows appears to be functioning. Could it genuinely be that a reduced maximum power setting is causing the issue?

It's accurate, you can start up and log in, but the graphics card isn't functioning. If there isn't sufficient power reaching the card during Windows boot, it might not power on at all while other components do. The best way to confirm this is to use a different power supply with at least 550W.

It was clearly the weak PSU. I tested it in a system with a 600w PSU and it functioned perfectly.
