I’m considering two RAM choices: Corsair Vengeance at 16-20-20-38 ms and GSKill at 16-18-18-38 ms. The slight timing difference between them is minimal, so it shouldn’t significantly impact performance.

It won't make much of a difference. I've worked well with different RAM brands, though I've faced some problems with Corsair memory on AMD's AM4 board. Make sure both memory types are listed in the QVL of your motherboard.

The improvement in frames per second from better timing on GSKill depends on your specific setup and gameplay style. Generally, optimized timing can boost performance by a few FPS, but the exact increase varies.

Within the range of error, such as a maximum 0-1% fps variation.

FPS in games seems to be the main concern, so you likely don’t require 32GB right away. However, the actual impact will be close to the stated numbers, provided both systems are designed for the same performance level.
