Need assistance! Black screen appears after ms from ms afterburner.
I began adjusting the overclocking parameters on my computer and managed to raise several settings to a fairly high level. The machine operated smoothly at first, but after applying the changes, my screen suddenly flashed and then went dark. Now, whenever I power on the computer after roughly fifteen minutes, the screen goes black and it becomes unresponsive.

Take out the battery
If that doesn't work, it's likely damaged. Or try disconnecting it from power for 10 minutes to see if it improves.
This is on a desktop, does that affect anything

Since you can open Windows for 15 minutes, did you lower the volume again in afterburner?
