if you want to install an os on a pc, you will need another(or laptop) to make a bootable usb installer. afaik, there isn't another way around this unless you have a disk drive and get a hold of a disk version of windows.

BMX suggested checking for a live CD if you have a disk drive on your PC, though unless someone close has one, purchasing online might be the safest option. You could also ask another person to use their laptop or computer to create a bootable USB drive. It seems rare to find CDs with Linux anymore, likely because USB drives are more convenient and traditional disks are less common in modern PCs.
