I've experienced games getting installed and then refunded before. I'm curious about why I can't access them now, even though they're still saved. The same goes for preloads—wouldn't it be frustrating to load Horizon Zero Dawn right away?

Steam DRM games need Steam to verify your ownership. Many titles with this system just need one activation, which gets canceled if you get a refund or remove the game from your account.
