When using 2.4ghz, the main issue is likely. Wi-Fi already struggles with poor performance in crowded radio environments. Switching to 5ghz offers a broader bandwidth but reduces range and distance, though it handles interference better. You're unlikely to reach even 1 gigabit on 2.4ghz—only a few hundred megabits might be possible in ideal conditions.

My router supports both 2.4 GHz and 5 GHz frequencies, which is what I usually connect to. Previously it offered speeds up to 700 Mbps, but that has stopped, with no changes I'm aware of.

Unfortunately, in an apartment environment, I expect there to be a lot of interference from other WiFi sources. What is the make/model of your wireless router/AP? Does anything use WiFi 6/6e? What are your wireless settings?
