The PS4 is getting a higher upload speed (200) compared to your PC (170), which might be due to how the network adapter is configured or prioritized. Using the same Ethernet cable doesn't seem to resolve the issue, so check your network settings or consider testing with another cable or port.

I understand my ISP DSL connection tends to be slightly above what's listed. Most often, after a drop to 25 Mbps, you're around 25.5 Mbps or close to the advertised rate. Even Google's speed tests don't consistently reach full 1000 Mbps.
