I haven't tried the loop, but I'd consider the Cougar since they're quiet fans.
Just a thought, the eloop seems similar to a noctua, with the 6 year warranty, antidust design materials, etc... If cost is an issue, go for Cougar; if you can handle the eloops, that looks like the better choice. Cougar offers a very solid fan, while Noctua has improved it.
