A "factory reset" on Windows differs from a phone reset. It preserves many files, such as operating system data, and doesn't restore everything to its original condition after first installation. The infected software likely remained active. Prepare a USB drive with a clean Windows installation media, then perform a fresh install on the affected device, clearing all partitions beforehand.
Did you close every active session since updating passwords and enabling 2FA won’t stop the hacker if they already have a valid session token? They could simply reset everything and lock you out again. I’m also skeptical about using a physical security key unless the site demands constant plugging in, because that data might still be included in the token and could be stolen, giving the hacker access without needing the key.
