excuse me for capslock, but is this a f*cking virus or something? my windows is basically in slow motion, it even booted up from the windows loading screen to desktop in a weird slowmotion way.. holy crap.. do i need to reinstall ? even internet browser is slowmotion -> everything!!!

Check if the monitor operates at 24/30/50Hz settings. It might cause a choppy or slow feel. Without more details, it's hard to fix. Could you record a short clip with your phone and share the link?

Restarted the fix, troll-lololo. Could you let me know if this was actually a sign that something was wrong with a component or the system?

Perhaps the GPU pricing affected it, or maybe my Intel HD 4000 is causing issues.

You can press ctrl + alt + del to launch Task Manager and check resource usage. If you suspect a virus, run a malware scan using Malwarebytes. When Avast is installed, ensure KB3000850 is uninstalled as it slows the system down.
