All steam icons on my desktop are blank after reinstalling Windows 10. So, I got a new mobo (motherboard) and cpu (central processing unit), and reinstalled my windows. I have 6 total drives. Obviously, the steam file on the C: drive was deleted during the reinstall. I reinstalled Steam, but when I go to put shortcuts on my desktop from steam, they are all blank white pages. I've noticed that my steam/steam/game folder has no icons in there. I checked to make sure that .url files were defaulted to "internet browser". I rebuilt my icon cache for windows 10 multiple times and no luck. Also rebooted after the rebuilds. Also, I have verified my local files in steam for games and that doesn't work either. I have a lot of games and don't want to have to go through manually editing all of the icons on the desktop.

Did you rebuild your bootable USB installer with Windows Media Creation Tools? When icons look missing or blank, it means the operating system got messed up. Did you disconnect all other hard drives (except the one you're installing on) while doing this? After finishing the OS install and adding drivers manually, turn off everything: unplug the power, plug in a second drive, switch back on, make sure your computer shows both drives in BIOS, then keep turning them on one by one until all connections are done.
