My SSD write speed slows down to just 2MB per second when I play Steam games.
It's mostly because of how fast the internet goes and what Steam sends you. Your hard drive doesn't matter much anyway, and even though it's super fast for storing games, your internet line is probably way slower. So Steam has to wait a lot longer than just the speed of light would let you expect.

It's most likely just how fast your internet connection is and what Steam gives you. Your SSD doesn't matter where things come from, and its speed is way too fast for your internet to keep up with it.
