you will most likely need to format your os drive and install CLEAN windows. something is very wrong, your CPU isn't performing as it should.
after you install windows, install your graphics drivers.
reset is useless and I wish ms would stop making it available for use. it has NEVER solved anything whenever I have tried it.
also, do look into the cpu and gpu temps before installing windows. maybe all you need is to replace the thermal paste (only if bad temps in gaming and normal operation)
Userbenchmark can sometimes negatively impact other component scores if you’re running slower RAM. I haven't experienced this myself, but when I’ve worked with users who relied on Userbenchmark to check their results, it often skewed the scores for both the CPU and graphics card – particularly when the RAM was running in a single channel configuration. We noticed this when we switched to different benchmark tools.
I want to stress that this isn't necessarily the issue here, but I strongly advise against using Userbenchmark to verify your system’s performance; treat those scores with extreme caution. Just a little note from me...

I have found this other PC with is 100 quid less and has better RAM + GPU+NVME ( 32 instead of 16 and 2080super instead of the 2070super and 1TB NVME instead of mine which is 500gb)

It’s probably salvageable, though you shouldn’t be stuck paying for a really poor assembly – like the cooler might not be installed correctly or possibly isn’t even functioning properly. Honestly, I'd just return it and try ordering again if I were you, as rdg1101 suggested. You could also reach out to Cyberpower for support, but that could take ages, and ultimately, if the cooler is faulty, you’ll still have to send it back for a replacement anyway. It’s much simpler and quicker just to return it.
