Checked your system in 2011—it was brand new then. Review your usage tab to identify the process using the most CPU. Consider installing hwmonitor to view your real-time temperatures.

Cortana causes a lot of issues. For frequency tracking, consider tools like hwinfo64. The task manager tends to be unreliable.
