1) The CDN is busy, far away, or has a slow connection.
2) Your 1Gbps plan is limited to one user per ISP.
3) There might be poor routing to the CDN.
4) Upload speeds are restricted per user on the CDN.

My guess is, that it's a bandwith issue by the steam servers. They don't impose a bandwith limit, but if the connection is saturated, you will get slower download speeds. Although anythong over 40MBp/s is plenty fast if you ask me ^^
