my pc is currently experiencing an unusually long time during restart, especially before the system fully resets. after a successful restart, everything works fine. this issue isn<|pad|>'s not related to booting but rather to restarting and shutting down.

Attempt a fresh start and check if the startup delay problem vanishes. If it does, the process of elimination will reveal the cause by enabling services in the clean boot phase.

I actually reinstalled Windows from the beginning and it resolved everything.
