I built a new PC, which is not exceptionally powerful, but it’s within my budget. I've experienced severe video lag in Origin games, including intermittent stuttering and sudden drops in frame rate. Borderlands 3 and Starcraft 2 run smoothly, while Battlefield 5 and Need for Speed Heat and Most Wanted exhibit extreme lag. My system specifications are: AMD Ryzen 7 2700X, MSI x570 gaming pro carbon wifi motherboard, Gigabyte Radeon RX5500 XT 8G GPU, 2x8GB Teamgroup Tforce dark DDR4 Gaming 3000Mhz RAM, Corsair 550w PSU (80+Gold), Cooler Master MasterLiquid 240, Windows 10 Home 64bit (version 1903), Samsung 960 Evo m.2 NVMe SSD, additional 1TB HDD and 500GB HDD for storage, Cooler Master MB500 case with two exhaust fans at the top back and on top, one intake fan at the front and two radiator fans for liquid cooling. My network connection is 1Gbps via Ethernet. All drivers and BIOS are up-to-date. I have experimented with graphics settings at 1080p and 4k resolutions, as well as through Radeon Software, without resolving the issue. I have attempted overclocking the CPU, GPU, and RAM, returning settings to default after each attempt. Temperatures are: CPU 32°C at load, motherboard 27°C at load, GPU 48°C while gaming. Usage percentages are: CPU 3% idle, 35% top in games, RAM 40%, GPU 42% at 1080p high settings and 90% at 4k high settings. I have run games with and without AVG antivirus enabled, disabling other background programs during gameplay. Only the Origin launcher, Radeon Software, MSI Dragon Center and AVG are running in the background. My monitor is a 65” Samsung TV (Model# UN65NU7300) with a reported refresh rate of 59Hz, though the manual indicates 120Hz motion plus. I am a novice PC builder and own only Starcraft II and Borderlands 3 with licenses. Battlefield 5, NFS Heat, and NFS Most Wanted are accessed through Origin Premium subscription. Starcraft II runs at 4k with extreme settings, while Borderlands 3 is played at 4k with medium settings.

My mistake is Windows 10 version 1909. My Windows is unactivated, and this could be causing the problem.

It likely would, given that it assumes you haven’t purchased it.

Windows has been reactivated, restart completed, and the issue persists.

Do you experience stuttering exclusively during internet-based or local gaming sessions?

It’s strange that Borderlands 3 can run at 4K resolution with medium settings without issues.

Was your Windows 10 installation sourced from a prior motherboard or computer?

Initially, I attempted a different method but Microsoft prevented me from doing so due to licensing restrictions related to OEM product keys and motherboard compatibility. I recently bought a Windows 10 Home product key for the new build. My suspicion is linked to my television’s refresh rate and its FreeSync option; I plan to experiment with this setting after work. I'm curious if this could resolve the tearing and microstuttering I’ve observed. Ideally, I'd have a PC monitor to test this, but I am hoping FreeSync will be effective.
