In fact, with MSI Afterburner the clock appears double what's displayed for RAM. However, after a slight overvoltage adjustment, it matches your reading—200 MHz core and 400 MB, which is 8800 MHz effective.

It seems okay to configure a tailored fan curve to maintain elevated RPM, as an overclock will raise temperatures.

200 is excellent though the 400 isn't great. Did you encounter any artifacting above 400? If you haven't pushed it yet, try 550 or 600—I managed to reach 700, but beyond that it became unstable. Also, I only got 125 cores.
