so for the past month I've been noticing this new WIFI network on my devices its showing full bars no matter where I go but i don't know who it belongs to since its not mine or my family that lives downstairs is there a way i can scan my network via hardware or software to figure out if this WIFI is from my house or neighbors house.

it isn't from my neighbors; this message appears on a spectrum provider, and both my neighbors use Verizon.

Are you residing in a large city? In certain locations I've visited, public Wi-Fi is available, though you typically need to sign up with the service provider to access it. Could that be all?

As soon as I move ten feet away from my home, the signal disappears right when I step through the door. I tested it in my neighbor's yard too—it didn’t work. The same happened with the other neighbor.
