I saved GTA SA once more from the windows store, removed it earlier because it caused issues, and attempted to play it again. It appears to be functioning now.
the texture didn't appear at all.
maybe try adjusting the graphics options or installing it on an ssd.

It seems the store is restricted to Australia, which explains why I didn't locate it. During my search, I only found imitations such as "Grand Crime Auto Theft" or similar. Clicking the link provides an option to view either the Canadian version of the site, listing CAD $8.99 for the game, or the Australian version indicating the product isn't available.
