and after staying idle for a short time (i rebooted my pc about 5 minutes after I mentioned my cpu usage on idle), the usage is around 7-12%. but the temperatures remain at 42°C.

To confirm everything functions properly, install and execute Prime95 version 26.6, perform a blend test, and keep Hardware Info open to track CPU speed and temperatures. This will quickly indicate if everything operates correctly and if the CPU is indeed boosting to 5GHz. If not, there could be a problem...
