Unless you're in a very hot climate and ambient temps are high, 40-50°C is a bit excessive. You might want to revisit the ML240 setup or consider re-seating it with better thermal material such as MX4 or any TIM you have.

and after staying idle for a short time (i rebooted my pc about 5 minutes after I mentioned my cpu usage on idle), the usage is around 7-12%. but the temperatures remain at 42°C.

I possess only Corsair iQue, BitDefender, and two Creative Soundblaster programs that launch on startup, and with them running alongside Chrome, my idle time will be significantly reduced.

So are you suggesting I should limit the number of programs starting up with my PC?
Do you know why it still drops to 4.7ghz right after usage reaches around 70-80%?
Also, my GPU idle usage is between 0 and 1%.
