My CPU fan doesn't start.

CPU fan stopped functioning. During cleaning, I discovered a hair wrapped around it. After removing the hair and reinstalling it, it worked intermittently for about 5 seconds before stopping completely after roughly 40 minutes. Could a new CPU fan replacement solve the problem or is there another issue?
P.S.: I own a Dell Inspiron n3010.

It's highly probable the fan is affordable enough for testing.

Consider trying it on another PC if it fails; then you might discover a better alternative. Suggested to go with an OEM PC using a SFF Nautica cooler.
