It isn't always secured; it varies based on the CPU's workload. It should significantly reduce when idle and increase to high performance around 4.X GHz when needed.

That's the issue—it consistently runs at 4.3GHz, occasionally jumps to 4.4GHz, but never drops below that frequency.

Task Manager indicates the HW Monitor displays a fixed value instead of real-time usage. Have you adjusted any settings in your BIOS? If the BIOS remains at its default, the CPU tends to swing greatly with changing loads. Restart the BIOS to the standard configuration and observe if this resolves the issue.
