Your i7-13700k is running smoothly under load, but the GPU throttles when CPU temps spike. Check BIOS settings for thermal limits, ensure fans are spinning, and verify no dust buildup on heat spreaders. Consider cleaning the GPU or upgrading cooling if needed.

Check if the thermal paste is applied accurately, though it’s possible the cooler wasn’t installed correctly.

Support AAVV's suggestions as well, verify the cooler mounting bracket is secure. Ensure all screws are properly tightened.

I’m wondering if I might have overspent on my cooler—it’s a thermal 360 mm model priced around 60 to 70 dollars.

That cooler looks great, though I’d consider checking for possible CPU compatibility issues, which might also help reduce temperatures. Keep in mind that BIOS manuals are meant for reference—each model has its own version, not just the brand.

The 360mm AIO should work perfectly with that amount of power. The issue might be related to the mounting, a failed cooler component, or possibly a plastic cover on the bottom that wasn<|pad|>.
