This isn't a complete test since the PSU isn't under load. Still, any voltages outside the acceptable range suggest the PSU could be the issue.
Another possibility is to borrow a functioning PSU for testing. Make sure to use only the cables that come with the modular PSU.
And once more, check all connections in the motherboard's User Guide/Manual to confirm everything is correct.

I’m planning to fully overhaul the system after work today, and my dad has a multimeter I could use. I’m just concerned it might be the motherboard since the RGB lights are still on, thinking it’s still getting power.

Remember that PSUs supply three distinct voltage levels (3, 5, and 12) to the host system and its components. This means that while certain parts may receive power, others might not, or the voltage could be incorrect, leading to complications.

Do not reassemble the system without thoroughly reviewing the relevant User Guides or Manuals first. Particularly for the motherboard, it is very easy to miss important details that could cause further problems.
