My PC is slow at uploading data, but Ookla's speed test shows low numbers. I tried checking with my brother's laptops, and they were all fast. They ran about 280mb/s for uploads and 300mb/s for downloads. My own laptop only got 10-20mb/s upload while still getting 300mb/s download.

I'm not going to tell you I am wrong, because maybe that is true, but what country are you in and who is your ISP and how fast do they push you? Because it would be really weird, especially if you live in the US (but many other places too), to have a 280mbps upload speed. Most cable and DSL packages usually give you about 5 to 20mbps upload even when you get 400mbps download speeds. It could be that your siblings are using megabits per second while yours is reporting in megabytes per second, and this often makes people confused because the numbers look similar but mean different things. If you know your details well then it would help to know all about your system hardware, and try finding the newest network adapter driver from your motherboard or adapter maker depending on whether you use an internal or external adapter. It might also be a good idea to make sure no one set a rule in your router that limits how much you can upload for your device.
I am sure about everything, and I live in the Philippines with a PLDT ISP on my plan that gives me 300 megabits per second if I'm not wrong. My computer is running on Windows 11 Pro. It has a big gaming motherboard called an MSI X570 Megace, a powerful CPU, some RAM from Trident Z Neo, and a graphics card from the RTX 2060 Super. None of my siblings know how to use this advanced speed rule with routers because I am the only one who knows about it. I barely touch these settings either. Recently, around January first, my upload speed has been really slow. I tried many things like uninstalling and reinstalling my network adapters, updating drivers from Easy Driver, turning off both internet and Wi-Fi in the control panel to see if that helps, flushing DNS commands in Command Prompt, doing a full Windows network reset, or trying different DNS settings for free. Sometimes it's better to get drivers straight from Intel or AMD. It would help if you downloaded all the latest drivers for your exact setup first. I suggest installing each driver and restarting before moving on to the next one. Once everything is installed, try using the Intel Ethernet port first to see if uploads still work. Sure thing. Just remember this: those driver updaters, whether they come from the motherboard makers or not, are all junk and should never be used. There is no exception to that rule. You should always download drivers straight from the hardware maker instead. Always do so. Don't even count on Microsoft's drivers that show up with Windows Update unless you have nothing else.
