Hello, I've been hearing this noise on my system lately but I'm not sure what it is. It began unexpectedly and first caught my attention when my games reached higher FPS. This seems to be a relatively new build, and it's also been used quite a bit so I'm not entirely sure. It was fine before sound disappeared for a few months, but now it plays continuously on the window screen like a menu. Below is a video showing what it sounds like—you can hear the mouse clicks, and each one makes a different change in the audio when I switch my GPU between performance, quality, or custom settings.

I honestly can't hear anything in your video apart from the mouse clicks and the swooshing sound of air(which I'm assuming is from the fans in your case moving air). Here's something you could do, roll up a sheet of A4 paper into a cylinder, hold one end to your ear and then use the other end to probe for the source of your sound/noise. You will need to take off the side panel in order to do this.

Do you find the high pitch sound unnoticeable? In the video you clearly hear it, but I’ll attempt what you suggested and let you know! Thank you.
