Following the recent upgrade of my PSU to 500W and adjusting the CPU fan, my PC still struggles to perform well. I can't even run games like Forbite smoothly, experiencing severe stutters.

While it technically satisfies the basic criteria, the age and specifications of this machine present significant challenges. It wouldn't have performed well when it was originally released for a dedicated purpose-built setup.
Incorporating an SSD is necessary, but you'd also need around 16GB of RAM. In reality, a four-core processor is no longer sufficient, and this model is a 2C4T. The chassis seems to follow the m-ATX standard, but a closer inspection wasn't done to confirm whether all power and front-panel connectors are standard.
If you could confirm those details and check the BIOS or model updates, it would be worth comparing with an i7 2600 from the same era. If those match, consider sourcing a used i7 at a lower price. You'd also need a reliable power supply, compatible RAM modules, and a graphics card such as a 580 or 1060/1660 to make the most of it.
By investing time and facing uncertainty, you might be able to assemble a sub-$450 gaming system that could surpass this setup.
